28mm tire on 13.9mm rim?
Will a 28mm tire work well on 13.9mm rim? Sheldon Brown says 13mm is no good, but 15mm is ok. The rim would be an Alex R450. Alex's web site says "The suggestive tire size for road is 19~26C". Anyone doing this without problems?

Sheldon is a bit conservative, so IMO it should be ok. Thing is, tires vary widely in width relative to a given specified size. I've had 28mm tires that were actually 25mm and others that were 31mm.
