Is this a good deal?

I'm looking to buy my first road/fixed gear bike. I've been looking around the threads seeing peoples opinions on certain types and I wanted to know if this would be a good deal or not or if i should haggle the price if possible.

Nice frame for a conversion but it's overpriced considering it's been converted into a SS/FG without its components.

$200 would be a good deal. $350 would be ok. $450 is not a good deal.
