I'll guess that the tools will be ruined fairly quickly. My school had pumps integrated to the bike racks in the new parking area and those pumps didn't last a semester

that's awesome.
there's an outside bike stand with tools on cables outside of a lbs, and it's doing pretty good.
If something like that was paired with indoor bike parking near dense city center or near a transit hub, that would be awesome.

The best way for something like to work out is if they are regularly monitored by people knowledgeable about bikes and tools, because, as hairnet suggests, the tools would undoubtedly be ruined or destroyed within a short time by inexperienced/maladroit individuals. Otherwise, it is an awesome concept that I would love to see flourish in the nation's cities.
