700cc back and 650cc front?

Ive been riding fixie for 2 years now, started as commute/fun, still is commute/fun but ive been getting pretty fast and a friend is introducing me into velo training... im about to put together a new bike and i noticed that some pursuit's have a 650cc in the front and no one i know could really tell me why, is it just aerodynamics or something else?
p.s. not thinking about getting such a set up, just wanting to learn!

I believe people are using 650c front wheels so they can do bar spin.

Yep. Tiny front wheel allows for lower bars and tiny wheel itself is more aero.

It may be because they want to have the bike in a more aggressive position (smaller wheel = frame sloped more forward)

I run a 26" front / 700c back on my dept. store MTB SS conversion just for the steepening. It's a lot nicer than how it was stock with it's sub-70° head angle. As for 80s funnybikes though, it's all about bar position and front wheel aeroness.

Whats that? and when you guys say more aggressive do you mean u can pump more or is it to do with twitchyness and handling?

whats up with britney??? im just trying to understand what "more aggressive" means!!! is it about being able to put out more power to your pedal or is it about maneuverability? on another not... do you think i can put my clipper shoes in the washing machine ???
