Cinelli doesn't give you those. Neither of my vigorellis came with those either. The headset is by FSA; so there is a chance your headset is labeled "FSA" instead of "Columbus".
The seat collar is installed with the cinelli words upright and facing the cockpit with the bolt/ clamp part in the rear and the bolt head facing the drive side; the sides of the clamp of the seatpost clamp should match the sides of the cutout slit of the frame. If you're also wondering, the clamp is made by miche.

Although a buddies Vig came with a top cap but no starnut. Weird.

I almost got a Kagero but not even the front fork has a 'punch out' option so when I could get this with a coupon I took it

Yea seriously. Been having mad cravings for a Kagero even though I didn't particularly like the Kagero when it was first leaked.

It's actually more common to see carbon forks with aluminum steerers on the track than full carbon forks, even up to the professional monsters. Aluminum is supposedly more stiff, durable and handles torque better, and takes wear and tear from adjusting/ swapping cockpit components much better (much more common during track events).

none of these cinellis have anything to do with track racing!
i have no problem with alloy steerers. i just figure theyd hook it up for that price.

Because the vast majority of mainstream Cinelli "track" bikes out there (like the ones posted in this thread) actually see track time, amirite?
I think it would have been nice of Cinelli to include a full carbon fork for that price tag, though I don't think it really changes anything.
Edit: Adriano and I are on the same track!!
(no pun)

Mine does... a few lucky ones out the vast majority do too
But in all honesty; I have to admit that I've relegated all of my track duty to my cdale track in that metallic baby blu. A blast from the past on 66mm reynolds carbon hoops.

It's good to hear that you think aluminum steerer tubes are more durable. I ride so hard and when you're spinning like mad down a canyon every day and feeling the bike flex beneath you and darting around pot holes and rocks, leaning into the corners - it's kind of freaky sometimes, but it just feels so good when the lactic acid burns and the endorphins flow... Man it feels good to ride a bike!
