nitto bullhorns

nitto bullhorns have a stem clamp diameter of 26 mm. why not 25.4?

I got some 25.4 from yellow jersey

nitto "AERO-DYNAMICS" RB-128 38cm/25.4 on nitto jaguar 100/58° stem
