You should check out spicer cycles Gene does some of the cheapest custom frames you can buy and the quality is great. Might be a little more than 400 depending on what you want. True, but my Lightning is plenty quick around corners and stiff enough for me. It doesn't handle as quick as my previous bike which had track geo, but I think track geometry is overrated for use on the road anyway. The Lightning's BB is high enough for FG riding, it's stupid light (which you definitely notice) with the right wheels and some WW components and it's stable enough to be comfortable. Shame it's being discontinued. Now I will definitely be more careful with mine.

is it just me or are people with small budgets overly concerned with shaving a few grams off their frame weight?
if $400 was my price limit I would buy a soma rush or wait for a cinelli gazetta to go on sale somewhere.
I hear great things about the big block too, but I've never seen one in person
I would also consider the wabi classic frameset for $375. he builds them with fairly basic components for under 19lbs, but I think the geo may be more relaxed

I just bought a 2007 Cannondale Capo frame/fork - 56cm. The frame alone weighs between 2.8-3lbs. And the carbon/aluminum fork was about 1.2lbs. Don't know if it was a great deal or not, but I paid $350 for it including BB/Headset/Stem.

e: my friend bought an IRO a couple weeks ago. I think they're clearing out and going under, but yeah you might be able to get that.
