That's Floyd Landis, TDF winner and all. It is common to see time trialist scooted forward like that for more power because the UCI restricts how far forward saddles are allowed to be.

Some saddles are marketed time trial specific with extra padding on the nose for such purpose.

back in the late 80s, meanwhile, Lemond had his aero bars jacked up but he was on a funnybike so arms were only a little above horizontal
