treadless stem ques

can you buy the reduction shims to reduce steere tbube from 1 1/8 to just 1" without having to buy the stem?

Yeah....just make sure you get an actual purpose-made shim instead of trying to rig a shim at home. Attempting the latter will make you go nuts.

Yes. A lot of stems come with a reduction shim. I would guess that bike nerds you know and your LBS would have a lot of them laying around.

Second the advice to go to your LBS. I've did this. Cost was about 3 bucks. But remember to bring the stem with you as they tend to vary in height; that way you can find one that works well with the stem.
