mind is blanking. anything out there that doesn't suck?

budget is $400 for a complete bike, so mebs like $200 for the frameset?

awww matte steel and $200 is too narrow

2013 Langster Pro stealth is awesome but only meet the matte track criteria. Same for the Dodici Gara :-/

Fuji Obey if you can find one. Last I saw they were going crazy cheap, but haven't seen them in stock on most sites recently.

Also, anything in the Citygrounds clearance section + a can of black spray paint should come out under 200.
