ID generic fixed gear frame on spec

The details:

All black steel frame and fork.
shaped tubing to some extent, welded no crown fork, sloping top tube 1-1/8" threadless
2 sets of bottle braze ons
2 cable stops for rear brake on lower left side of top tube
fender eyelets on front and rear
rack braze-ons on upper seat stays (water bottle style in the tube)
take a seat collar
brake bridge for recessed brake.. looks like a 700x28 tire will fit.

Any ideas what this could be? Seems similar to some IRO,s but doesn't match exactly.

yeah I should know better. I'll snap some photos later. it's clearly something mass produced and low end so it might not be possible to figure out where it came from.
