bigger tires in small wheels?

Hi, my name is Nikolaus and live in Sweden. I am new i forum and i have a question. I have weinmann dp18 700C/18-23 wheels and i was wondering if i can fit 25 mm or 28 mm thick tires.

I ran 38mm CX tires on 19mm outside width rims. Lived to tell about it. Would do again.
