On a normal ride, clever nipple twisting will retrue a wheel enough to get you home. On a touring expedition, however, I can imagine a kit like that being very useful.

This. On a tour you usually carry spare spokes, but often you don't want to deal with a prolonged roadside repair, particularly a drive side spoke trapped behind the gear cluster. This clever device allows you to make a quick repair that will hold a few days if needed. A loaded touring rig on a bumpy road can put some serious stains on spokes and ridding with a missing spoke (even if you re-true the wheel) will often lead to more broken spokes.

That "string" is actually Kevlar and can handle quite a bit of tension, so it isn't as jury rigged as it looks.

Yeah those emergency spokes are a must to carry around. you can rig them on all wheels cheap and expensive/ chuck full of roadiness.
