I wouldn't consider tires to be in the running. Tires are easily replaceable outside of tubular. Outside of the custom build/highend track, they really won't come with a competent set of tires.

I'd swap those two around on the grounds that the intended use influences the geometry.

Just so this moderator doesn't ban me for disagreeing with him, I'll agree with the bit about the tyres:D

as far as performance goes, id say wheel set, crank, bars, then saddle are the most. frames always help but you can move those over to a another frame in most cases.
