Total Newbie

I'm totally a newbie to cycling in general and I was wondering if there was a specific place the I can go to read a FAQ about fixed gears and cycling. I would like to get a fixed gear and begin riding, but I don't know what would be a good initial purchase (price, etc.). I did see a Mercier on EBay (link) for $350. Is this a decent starter bike? Thanks so much.
