My bike doesn't have brackets for a water bottle holder what would be the best way to put one one

What Nagrom said. In addition to what Scrodzilla said you can go annoy your LBS and have them drill holes in your frame. I'm thinking about doing that.

Make sure your LBS knows what they're doing. I've seen a frame get really ****ed up by someone who had no business performing such an operation.
