what kind of frame is this? i've never seen a frame like that and was wondering about the random welded pieces. would that one in the triangle work as a fender?

I wanted one of those but I didn't have nearly enough cash so I just settled on one of his standard AL track frames. I didn't really know enough about frame geometry back then to really know what i wanted though so its probably for the best.
