That bike has rather bizarre proportions. The original owner must have very short legs relative to his torso and arms. This is probably why he is having a problem selling it, because the frame is very nice and there's a lot of vintage Campy stuff on it as well.

That's actually garage floor epoxy coating. It's totally smooth and it looks like there's some saw dust in the CL pics.
