Inner tube / Tire issues

Seeking help because I popped two tubes already. When i'm inflating my inner tubes everything goes in fine. I put just a little air so I can wrap the tube around the wheel. Once I start putting air still fine, but at one spot the tube is sticking out. As I countinue to fill it more of the tube sticks out at that same point. I've deflated and tried again numerous times. I even thought maybe as I continue pumping air the tube will align with the tire, but i've popped two tubes and am looking for help. A newbie problem I know. Thanks for the help. FYI: Gatorskin 700-23 folding tires, and Michelin Airstop 700 18-25 inner tubes.

There shouldn't be any spot where the tube sticks out. Put in a little more air and use a tire jack to get the tire on the rim.

Is the tube sticking out through a hole, or under the bead?

I just use my thumbs to mount the tire. However, when one gets to the last section, be careful to push the tube inside of the rim, rather than letting it roll on the side of the rim, and end up under the bead.

I always start at the valve stem, and work away. However, I've seen a video of a person working towards the valve, then giving the valve a little push to make sure it is loose. Theoretically this would help keep the tube in the tire.

The point is that when you are seating the last bit of tire you need to push all the already-seated parts of the tire toward the center of the rim. This probably does not make sense but the video shows it.
