Eccentric hub torque value

Hello all. Well, after quite a few rides on our tandem I noticed some creaking coming from the captain's cranks. Flipping the bike over I noticed that the eccentric must have been over torqued at some time and now there is a nice crack running along the bottom of the eccentric bottom bracket shell. The frame is aluminum. I'm pretty confident that I can get it repaired here locally.
My question is... What is the torque value for clamping an eccentric bottom bracket? There are two allen head bolts on the shell.
Or, is it a tighten it just until it won't move kind of thing?

The Torque on those setscrews , that dig into the eccentric, need not be that High, IDK the number .
the pits dug into the eccentric make further fine adjustments difficult.
as the set screw wants to return to the marks It already Made Before.

If you are getting a frame builder to replace the cracked aluminum Captain's BB shell why not eliminate those set screws entirely ?
