Captain and Stoker topline cranks with campag synchro chain and chain wheels. Any idea what these are worth used?

Don't know about the tandem version other than I've seen a couple in our club still using them.
I had them on my race day bike back when I raced but they were known for breaking, a lot.
Light and looked cool but I think they've been out of business for a while?
Based on my experience I wouldn't pay anything for them. Not worth the risk.

No idea on used price . . . whatever they could be worth to you. Correct, they've been out of business for quite a few years.
Personal experience with the Topline crankset: Put 57,000 miles on Toplines on our Co-Mo tandem and no problems at all; sold the tandem and it's still in use.
Just our experience.
