Looks like they were "inspired" by the old Nitto Campee 27 design:

If you are going to spend that much on a front rack, you might want to check out the Nitto Campee 34F:

Nitto Campee 34F Front Low Rider Rack - Ben's Cycle

I got mine from Rivendell, which calls it the Nitto Big front rack. There is a matching rear one as well. They are strong as all get out. A few weeks ago I carried a large bundle of firewood about on each one.

Note that the Nitto is not truly a low rider. The panniers sit a bit higher, which is good for ground clearance, but so high that they affect steering adversely:
