I have a set of Axiom bags with the "Vario" system. Those hooks alone are not locking but they are adjustable for a snug fit. A middle tab is included that rotates under the rack rail to lock the bags in place. The twist hooks would work better as an add-on if you can find them at Velo-Fred or those from Lone Peak. That said, if you ordered the Vario hooks it would likely include the center locking tab...

That locking piece in the middle looks pretty neat.

A pannier I bought in Europe a couple years ago uses those same hooks, but only has a velcro strap in the middle instead of a locking piece like you have. But I do not tour with that pannier, it has not fallen off yet. But sometimes I forget to un-hook the velcro strap and I pull the pannier off the rack with slightly more effort than would be needed if the velcro was not there, the velcro really does not do a very good job. That said, a bigger piece of velcro could be made to work well.

I have the same panniers I think. The Nashbar Front Panniers 14L? I use them on the back as well.

Anyway, I'm not home to take a photo but I use the S-Biner Microlock from NiteIze. $5 for a 2-pack at REI. One loop goes through the eyelet of the hook and the other loop onto the rack.

Works great fro a cheap fix and easier to remove the panniers still.

It holds the hook pretty snug to the rack. One end goes through the eyelet of the hook and the other end around the rack. They make different sizes so make sure the ones you get will fit around the rack.

I've never had issues with these panniers coming off. I think every time they've come off is because I kicked them.

NiteIze makes a ton of carabiners, S-hooks etc so check out their website or REI. Depending on where you live, Fred Meyer has a large selection of them too. The package opens without tearing so easily returned if they don't work.

Edit: I see you're in Michigan. Fred Meyer is probably known by it's parent company Kroger out there I assume.

I have that locking system on my Axiom bags and it's fine for locking the bag onto the rack preventing it from jumping off due to vibrations or bumps but I'm not sure it's strong enough on its own even mounted in pairs to hold my bag and its heavy content on in the first place.
