lowrider racks and fenders

I have a LHT, and I bought Axiom lowrider racks with it. My LBS installed them for me, using the rear eyelets on the fork (LHT have 2 sets of eyelets on the fork) I bought full coverage fenders now, and they only seam to mount on the rear eyelets, which are occupied with the rack

Do I:

-mount both on the rear eyelets with a long bolt?
-mount the racks on the front eyelet?
-something else I havn't considerd?

Bikes: 2008 Surly LHT complete & 1988-ish fuglyfixed Specialized RockHopper

I have both fenders and a OMM AC low rider rack, both installed on the same eyelet (the rear/bottom one) on my LHT. Works fine, but make sure you put on the rack first, inside, and the fenders on the outside. You'll need longer screws.
