Nitto Big Rack stud purpose?

Hi,

In addition to the handy little strap loops near the bottom of Nitto's rear big rack, two small pins project straight out from the rack, one on each side. There's virtually no lip at the end to keep a bungee hook from working its way off, so I'm wondering what the darn things are supposed to do?

I believe it's an attachment point for panniers, to secure the bottom of the pannier. It's not much use with modern pannier mounting systems.

Cycling in Japan is way drifferent than the USA. I'll bet they still back old style panniers!
