Trek 520 Frame Build

Well things quickly changed. I was going to convert a Specialized Crossroads that I have into a tourer, but I found this 2004 Trek 520 frameset. It is in great shape and came with the fork, stem, drop bars, and headset. The headset is missing the top cap and bolt. I have already installed an Ultegra triple crankset and BB, Ultegra RD, and XT FD. Some questions. When I got the frame home I realized that the steerer tube and headset is 1" with a 1 1/8" head tube. Is there a reason for Trek doing this? Also does anyone know what size seat tube is required? it looks to need a 27.2, but not sure.

Definatly 27.2 on the seat post.
