'85 Bridgestone T-700 Sizing

I found a 21" '85 T-700 on Craigslist. How does that translate into cm? I ride a 54/55cm frame.

Is it really that easy? I know mountain bike sizes are different. I would ride an 18" mountain bike, for example. Obviously, it's not a mountain bike, but I thought measurements in inches were done differently.
