I'm delighted to say that I scored a 1992 Trek 970 that I will be converting for touring/commuting. I'll be over in mechanics for most of that, but I will certainly have some questions here, too. Here's one:

The fork on this bike is fat tube steel with no eyelets anywhere. It has cantilever brakes and is drilled at the top as if for a caliper brake or a reflector. I want to mount a front rack, preferably one with lowrider mounts as well as a top platform. What rack and mounting systems will work best for this type of fork? I'll give up the top platform if I need to in order to get a rack that will stand up to significant weight.

Lots of racks utilise the hub skewer.

Bgcycles.com.. bruce gordon, Of Petaluma makes the best Low rider rack.
Its 4130 steel thin wall tubing, and formed in largely a continuous tube,
hooping over the wheel..
so the Eyelet Bolts, on the fork tip, carries the weight,
then R or aka P clamps steady the top rear corner well ,
without needing a brazed on fitting.
because the rack has its own structural Integrity..

You Could even get there on Bart /CalTrain & the Bus to Santa Rosa,
bring the bike and talk to the maker himself.

Clem: Are you suggesting the OMM Cold Springs? That looks like it mounts with the hub skewer. Is that strong? Also, it looks like you might have to dismount the rack or at least unload it to change a flat. Does anyone have experience with these?

Fietsbob, the BG racks look good, but my fork doesn't have eyelets at the fork tip or anywhere else. I might end up asking Mr. Gordon to customize something for me, but I'd prefer an off-the-shelf solution to save money if I can.
