But I'm open to ideas. I picked one up a while back for my tourer, but that ship is stuck mid-overhaul for now, so I haven't had a chance to try it. I like the idea.

I just throw them in the bottom of the pannier. Why do you need a bag? I guess the ziplock idea, or a bread bag would be OK if you need something.
