How about a 36H Salsa Delgado as a bombproof rim?

How about a 36H Salsa Delgado as a bombproof rim? I'm looking for a resonably priced rim for the daily commute. The reason that I posted here is that I carry quite a lot of weight. Five kilos on the rear non-drive side and between 10 and 15kg on the rear drive side. I also go over lots of cobblestones and quite a few deep potholes. If you don't know about this rim, any reasonably priced (less than $40) suggestions would be appreciated. I'm thinking of lacing said rim to a SunRace JuJu hub. Thanks and happy trails.
