Only problem I see is that you have to take all that stuff out of the basket to check out, so there's not much advantage to using the front half as opposed to just using a shopping cart.

^^not so^^ Doing his way assures you it all fits. No matter what, you fill the cart you empty the cart you fill the cart. This way only two fills, instead of three (fill cart twice, then fill bike after check out.)

There are also grocery stores that are utilizing RFID's and you can just walk up to the checkout, it automatically knows what is in your "cart". There are also places that let you carry around a little scanner, you scan your items as you get them, hand the scanner to the clerk and pay. They can even tie your debit/credit card to your account so you walk up hand them the scanner collect your receipt and are on your way.

It would be worth it just to rattle the cages of the folks at the local Kroger. And at least you will know the hygiene habits of the person who used the bicycle/shopping cart.
