From what I understand, It was made for a bike show in Oregon for Cargo type bikes.

I found it while looking to have retrotec build me a frame. Not a cargo frame.

Retrotec builds some great frames, and even this came out just SO NICE!
It looks perfect!

Yeah, they are testing the bikes right now. A fifty mile run on asphalt, gravel and dirt. Winners are announced tonight at the chris king factory party.

Yeah, they had a requirement for working integrated lights, ability to carry some decent cargo and a integrated lock. Its a great contest idea. Last time they did it was in 2009. Hopefully, they will start doing it every year.
