The Edmonton Bicycle Commuters run a coop located around 80th Ave and 101st Street. We (I volunteer there regularly) won't fix your bike for you, but we will teach you how to do it yourself, and provide cheap parts and any tools you need. Cost is $5/hour for non-members, or $3/hour for members, plus the cost of any parts you use. edmontonbikes.ca has hours and information.
If you don't want to get your hands dirty, maybe try United Cycle. I believe MEC is also providing some bike repair.
