The kind of tires isn’t the secret.
What makes that kind of riding possible is management of center-of-gravity.
Look how far forward he’s pushed his body.
It’s similar to skid technique for fixies.
It’s some sort of studded tire anyhow. You can tell by the tracks.

No need for ice or special tires. Gatorskins will do that on any surface.
