Tire size/rim width?

seems to me I remember seeing a chart or website posted about interior rim width and corresponding tire size, but I can't find it thru search or even remember what the topic was. I picked up a cheap set of 700c(622) wheels that I'd like to stick 38mm tires on. the inside rim width is17.8mm. if I remember correctly what I read, suggested rim width
should be 55% of the tire size, I am talking about traditional tire/tube setup, NOT tubeless, does this sound right?

38s on an 18mm inside width rim will work just fine.

the question then becomes... will your FRAME have enough room for 38mm tires?
