set washers on caliper brakes

set washers on caliper brakes
Bought a used pair of Shimano BR-7700 caliper brakes and the rear has with two set washers and the front has just one. All are the same size. But the Shimano parts diagram for that brake shows two set washers for the front, and one for the back - though it also says the washers are different sizes. I did an image search and the the only pics I can find for this brake that show the set washers have only one set washer for each brake.
So, what is their purpose and whats the best way to set them up? 2 up front and 1 on back or vice versa, or 1 on each?
Sorry I know this sounds a bit pedantic... just wondering...

the two 14 mm set washers are for the front and the one 12mm is for the rear.
Perhaps you did not receive a complete kit of parts.

Most wrenches just use whatever washers that do the job to position the calipers on the frame/fork and not have pads hitting the stays/blades. Also the brakes that come off a bike were only set up for that bike's needs. Andy.

Is not hitting the stays or blades the only requirement for correct use of the set washers?
Or in other words, if that wasn't an issue is there a reason why Shimano would spec 2 for the front and 1 for the back?
