looks to date from the piaggio period. fork may be a replacement. check to see is fork tips are same make/model as dropouts.

I didn't realize Bianchis had those cutout lugs. Any info on the forkends? It seems to have under the BB cable routing so that might make it closer to '84/85 but I can't tell if it is set up for recessed brakes.
