Late 70s Peugeot
I'm not looking for another project, but I find this colour striking (and its my size). But I would want to do it up with all French parts.

Probably an A-08, no chrome. Not cheap, but the BB from VO is cost about $50. If you want to buy and complete it as a rider go for it and enjoy. I personally would not pay more than $125-$150, and I have all the parts. But that frame looks clean and has most of the bits and pieces.

I also say around $125. Pretty basic entry level frame so most of the value is actually in the parts the headset and BB are worth more than the frame itself.

I'm going to put my energy into what I have, but it is interesting to think about. We had a lot of Peugeot in Canada as later they manufactured here, but this one would predate that I am pretty sure.

AO8... '78 - '79 methinks.
Condition appears to be very good and the bottom bracket and headset are not inexpensive items so consider those being worth $75.00 - $100.00
It is up to you to decide if the package is worth $200.00, I have sold completely upgraded bicycles like this for $350.00 - $400.00 and it will cost you a few more bills to complete the bike.

Maybe... the seller needs a bigger or smaller frame... or just hates orange as much as you like it. Or maybe the seller is trying to scrape up funds for other parts. You might be able to work out a trade.

Looks to be in great shape. IMO, you could pay $100 for the bare frame and then spend $100 on the Mafacs, bottom bracket, headset, stem, etc... If you can talk him down at all, that's great, but I don't think the price is nuts if you really want it.

That is a looker! And if it fits you, that would be a tough one to walk away from. The previous prices are about right IMHO.
You could find Huret derailleurs no big deal, but a Maillard FW and Normandy hubs - with maybe Weinmann rims - would be a toughie. But a Stronglight crankset? $$$$
I know you'd prefer to keep it all French (as would I!), but era-correct Campy parts would not detract from the bike at all.

Sadly my department store bike from the 80s, that I toured on, had almost the right wheels - 27 x 1 " Wolber Super Champions (blue label). I ended up putting Michelin steel belted tires on it.
