I put tube and levers in a ziplock in my pannier. I used to carry it on extra water bottle holder until I got a topeak morph pump. Pump is handy but I hated giving up my tool spot. I did not want to mount pump to frame and really did not have room anyway.

I have a seatbag with my road repair stuff in it (levers, tube, patch kit, multitool, pack of allen wrenches), but I typically don't have it on my seat, as I have grown dissatisfied with its insecure attachment. The strap moves around and the bag ends up hanging low and swinging side to side and bumping my legs (and probably making everybody behind me think about scrotums).
So usually I just have the seatbag sitting in my kittier. For long road rides though I like to shed weight and take the kittier and the rack off, in which case I'll put the seatbag on the seat temporarily.

But for those rare days I ride alone I keep my tools in my panniers along with all my stuff (my kit consists of: spare tube, pump, tire levers, patches). In my early cycling days used to have a seat bag, which was kinda small but was enough for a spare tube + well hidden spare lock key (in case I forgot my house keys)

I ended up buying a Medium size Topeak aero wedge bag. I put a tube and a tire lever in it and I have a ton of room for anything else I want to carry. I do pan to buy a rear rack and lights (dynamo) at some point soon.

On rides under 10 miles, I would load up a water bottle with water and the other with tools, tube, patch kit, etc. Worked just fine. I realized quickly I liked to bring more on the road so I'm just doing panniers now and it's always with me. Backpack was my very first option but for how humid it gets it's just cumbersome.

One of the sides in my rack trunk bag has mini pump, spare tubes and if I carried tools, that's where they'd be. I do have a leatherman in the other pouch, that's just my EDC.
I keep them in this bag because I don't always ride the same bike, so the tools go with the bag that I always ride with.

I use a seat bag and keep the rack clear for other cargo. Except that I've strapped the pump underneath the rack, where it's pretty much out of the way.

I carry a repair kit, first aid kit, and rain cape in a handlebar bag. When I got it, I was intending to remove it as needed when I parked the bike. But putting the bag on and off was harder than it should have been, so I got a nylon camping bag that fits inside the handlebar bag. When I don't feel safe leaving the stuff on my bike, I just grab the camping bag to take with me. If the handlebar bag ends up stolen, I'll go looking for another that goes on and off more easily.

Depends on the bike. My commuter has all of the tools/tubes/cable lock in a handlebar bag. The phone goes in there, too if it is a rainy day.

I have a Topeak Wedge seat bag medium and I carry most of the same things GeneO carries. No chain links but add spare batteries, Clif shot, two latex gloves, and the larger vulcanizing patch kit. Pumps go on the frame.

I have a large Topeak rack trunk kind of thing and it has a compartment under the cover large enough to carry two spare tubes, tire levers and tire boot kit. Works for me!

Where I carry my tools depends on the bike. On my bikes with racks, I keep a small tupperware-esque container in the bottom of my pannier that has my tools and spare tubes. On my bikes without racks where I use a backpack, I keep them in a seat bag.

When I ride my SS bike I use a backpack, and that bike has a saddle bag with stuff in it.
When I ride my old hardtail MTB, it has a rack on it, so the repair stuff stays in the outer pocket of the pannier.
THey are different sizes tires (700c vs 26"), but yes I did buy an extra CO2 inflator, and extra cartridges and a few extra tire levers so each bag was already stocked and there was nothing to move back and forth.

Yes, but I don't even lock up. not a lot of crime around here. I have a lock but I'm not sure exactly where it is. I could find it if I was going somewhere I needed it.

At work, I keep my bike indoors, or on a corporate campus that would be hard to get in and out of without attracting attention. Elsewhere, nobody's ever bothered my bike, much less my seat bag. When I go shopping and visit more than one store, I just leave my purchases in my bike basket and go into the next store. My only exception, is I won't do that with alcohol, because some kid might grab it.

I have one of these in a bottle cage on my downtube, it is water tight and nothing rattles around in there.
And yes I leave the tools on the bike, most people would not notice it down there almost behind the crank plus it would be awkward to reach for. I leave most things on my bike, at work we have garage parking for our bikes and at home I keep it inside. When I go around Minneapolis I am not too worry about anyone taking anything of my bike, no one seems to care much.
