Help me ID my hand-me-down bike - a Scott carbon stiff tail???

I bought this bike a few years ago for 400 bucks. It's from like 1999 I think.

Anyways, It's a Scott bike, carbon frame, Spox wheels, but I don't really know what model it is or why it has no real suspension... or no real real triangle.

Does anyone know what this bike is and what type of riding was intended for? I have never seen a bike with a rearend like that... just 1 part holding the axle and wheel?
