Will 19-26 tubes fit on a 700X28 Tire

I assume the answer is yes..since the 28-35 tubes are much bigger and harder to mount

I wouldn't exceed the recommended sizing for risk of failure from overstretching the tube, however slight.

Yes, but you will have better luck if you install them in the tire.

If the rim is not some very wide, like 19 mm inner diameter, I'd rather put a 19-26, than a 28-35 tube inside a 28 mm tyre. Going slightly smaller is not as much of a problem as it is going a size bigger tube. Especially if you have 13-15 mm rims and don't inflate tyres over 7 bar pressure.

Some '28mm' tires like my Continental GP 4 Seasons are so small that there is no chance of fitting a 28-32mm tube inside of them without it bunching up. Given that the tire outer diameter when mounted measures smaller than some 25mm tires I have had, it isn't surprising to me. But it was confusing when I first tried to mount them.

Stretching a smaller tube to fit a larger tire with air pressure is not a whole lot different than using a larger tube that starts out thinner. It is one way to save a little weight without having to find thinner tubes in the larger size. Air loss (even without a puncture) will be a little faster. I wouldn't hesitate to do it. And as mentioned above, it does make mounting tires easier as the smaller tube is easier to stuff inside the tire.

IME, it will make little difference. i've had to mount a 650c 20mm tube in a 27" 28mm tire once. it held up fine for the 20 miles or so i had to ride. i usually go one size smaller on the tube than the tire size i'm running.

however, going bigger on the tube than the tire, can result in an unwanted fold in the tube. something that i find, in general, undesirable.
