Jersey Sizing - Online Ordering

For those of you that order online how do you determine your chest measurement?
If I take a measuring tape and measure my chest it is 38, but when I buy suit jackets I am a 40.
So my question is: will the 38 (size M) be a tight fit?
I wanted to buy something from torm.cc

I would read the reviews and see if anyone recommends sizing up. If there are no reviews, I would order a little bigger than what would fit perfectly, just to be safe, but there's always returning/exchanging it.

How tight do you want the jersey to fit? Some people want them loose, some want skin tight. It's hard to evaluate fit until you answer that question.

I don't want it very lose, but not skin tight either, if that makes sense.
Just comfortable.

I did and they suggest using the Sizing Guide .
Do you go with your suit jacket or a tape measurement around your chest?

I would split the difference and go with 39. Their sizing guide has a race fit and a relaxed fit option and both would put you in a large.
