Can I use oversized bars on my kilo, provided I have a stem with the correct clamp size and a shim for the steerer tube? If so, will this affect the handling?

Just browsing when I saw this post. I'm confused on where he said he rides 100+ miles a week on this frame? It says the frame was totaled in a car accident and after he was all healed up he was back...

I'm 5'9 with a 32" inseam and I have a 53cm kilo. The 53 feels great to me. I also did use the fitment calculator posted above though, not just the stand-over height.
