(Old) Newb question: When is a 531 frame really a 531 frame?

Thinking about 1980s racing bikes - my 1983 Raleigh Rapide 12 has a 531 sticker on the seat tube. But does that also necessarily mean that the seat stays etc are also 531 as well as the main tubes...
