I believe you can get both in solo air or coil. Biggest difference is the tora's used to have some reliability problems, they may have fixed that with the XC32. Maybe just the biggest difference now...

To go the online option you need to know how to do a little wrenching to set them up.

A recon would be better but XC32 is minimum in my opinion. You can find bikes with either of those for under 1k.
XC32 roughly equals old tora's
xc28 roughly equal to old dart 3's
