First Bike Need Advice

Best bang for my buck.
Q: Are drop down bars safe for braking and range of view if i plan on being in traffic a lot?
i like the vintage fenders, brooks seat, mustache handlebar look but its not necessary. i need something functional for in town and on bad roads. here are some i am interested in.

The civillian is a fantastic bike. One of the guys I used to messenger with had one, and I borrowed it a few times for the front rack. It's great. Just saw the sale, seriously tempted to buy one.

The Kilo, Scattante, and Feather are the only bikes worth looking at on your list.

The feather and cvln both look great (did you see the cvln is on sale at $400?) for the money. You might want to look into the geometries and see what you prefer; at first glance the cvln looks much more of a comfort-minded ride while the feather looks "sportier." Not to say that the feather will be uncomfortable, just more aggressive in its stock set up.

the cvln has $99 shipping the feather has a $10 off coupon and free shipping. idk if its $110 more comfortable.

I doubt a first bike buyer has much preference in geometry. The Feather is a fine bike. I didn't even know they made a CX model, but it looks pretty sweet, especially with the extra tire clearance and derailleur hanger.

last year i rode my 69 Raleigh sport 365 days. in a Colorado winter... it would be nice to have some traction.

Traction rules. Not that I care about traction anymore, since I'm living in LA now. Of the bikes you listed, I'd definitely go with the Feather.

one more thing then im 178 cm (5' 10") tall with a 84cm (33") inseam would you suggest the 54mm or 56mm? *note i prefer comfort
