Check to see if the seat tube and stem are seized before going further
The fenders and rack are a bonus, but confuse identification from the catalogs. Teh other details though suggest an internally brazed entry level bike, circa 84.
Teh bits would clean up in an OA bath - the frame though is a worry if that is rust and not just grime.
If you proceed you'll need some essential tools to completely disassemble things- repack the bearings, add new tires/cables/hsgs.
It has the potential of being a nice riding/nice looking bike.
