To my eyes it looks clearly tighter than 90 degrees. Compare the obtuse-looking angle on top to the acute looking angle on the bottom. It looks to me like a knockoff of the Nitto UI 5GX stem which has a slight drop or rise depending on the flip.

[Edit] I see that the wheel is turned away from the camera and the stem might well be 0 rise. Meh.
