It clamps to the handlebars, but still sits over the stem or directly in front of the stem. I have wing bars too(FSA something or another) and where they cinch to regular round size in the middle of the bar to become attached to the stem, there was still enough space on each side of the stem to utilize the mavic clamp. I hope that makes sense, haha.
