Yes; whichever it is, IMHO the double-butted 4130 frame and the chrome make it worth $180. Re the decals (or what's left of them), all I can say is they don't appear to be original to the frame.

Looking through my literature, I see I have the specs for the '73 World Voyageur, so maybe they would help with component identification and dating.
